In Spain there are a few main types of property and depending on this your building situation would vary.

Finca Rural secano:

Non irrigated land :

To build on a plot of land classified as rural secano you will need either:

a ruin which is registered or can be registered ( it has to have a roof on it otherwise it is a pile of rocks and must appear on the plans of the area, sometimes the owners can still get this registered as a ruin as it is usually in the town halls benefit to give building permissions for which they charge between 2-4% of building costs ) the ruin should be registered before purchase finalization!. A ruin does not automatically give building permission, even with a registered ruin, the law states it can not be extended, and the new building has to be in the same place. Therefore a 10m ruin may only give you permission for a 10m house!
30.000 m2 land surface, but still this is complicated as you will have to go by the book as it has to go through the Junta de Andalucia. You will need:
a forestry project
An agricultural project
register as a farmer
Proyecto de actuacion ( for which you need the previous ) if this is all in order it will be accepted.

building permission
In Cadiz province they are asking for proof that you are actually farming or producing crops before they will allow any building. So it would not be recomended.

In Malaga they are not asking for proof that land owners are actually using their land for the project and permissions will be granted as long as the process is done. For now.

Also you may apply for building permission for a business ( hotel, campsite, etc.. )
recommended to do so on 30.000 m2 though they will allow on less depending on the area. The project should preferably be in the interest and benefit of the local community. And it is allways better to have a ruin to start off with.

In Cadiz and Malaga they are still very keen on bringing more work and tourism to the area so this is a viable solution to building in both provinces.
